PENGARUH REFORMASI POLITIK TERHADAP ARAH KEBIJAKAN PENDIDIKAN NASIONAL PASCA KRISIS 1998

This study examines the shifts in national education policy following the 1998 crisis by positioning political reform as a structural force that reshaped the relationship between the state and the education sector. The main issues explored include educational decentralization, changes in curriculum orientation, the transformation of civic education, and the redistribution of authority between central and local governments. The study aims to assess the extent to which political reform has influenced education policy through regulatory changes, funding patterns, and bureaucratic practices. The research employs an empirical approach through regulatory document analysis, field interviews, and an examination of policy linkages using a simple qualitative quantitative model. The findings show that decentralization has produced varied regional performance, curricular revisions have moved toward a more democratic orientation, and civic education policies have undergone substantive transformation. These results indicate that political reform not only altered governmental structures but also expanded participatory spaces and reshaped the direction of education policy. Field evidence supports the view that post-reform political dynamics have driven major changes in the education sector, although disparities in regional capacity continue to limit consistent policy implementation across regions.
