IMPLEMENTASI SISTEM PENGENDALIAN MUTU PENDIDIKAN TINGGI DI INDONESIA: PERSPEKTIF PENJAMINAN MUTU BERKELANJUTAN

This study analyzes the implementation of quality control in Indonesian higher education through the framework of the Internal Quality Assurance System (SPMI) and the External Quality Assurance System (SPME), with particular attention to their strategic integration in fostering a sustainable quality culture. Employing a qualitative library research approach, this study is based on a critical review of academic literature, government regulations, policy documents, and previous research related to higher education quality assurance. The findings indicate that although SPMI and SPME function as fundamental instruments for maintaining and improving educational quality, their implementation in many higher education institutions remains largely administrative and compliance-oriented, with limited internalization of quality culture. This study conceptually contributes by integrating modern quality control theories such as the PDCA cycle, Crosby’s prevention-based quality approach, and Sallis’s collaborative quality management into the analysis of SPMI and SPME as a unified and continuous quality control system. The study emphasizes that the strategic integration of internal and external quality assurance is essential for transforming quality assurance from procedural fulfillment into a sustainable institutional culture. These findings imply that strengthening leadership commitment, human resource competencies, data-based evaluation systems, and stakeholder collaboration is critical for improving governance effectiveness and achieving sustainable quality improvement in Indonesian higher education.
