PENGENDALIAN MUTU PENDIDIKAN: STRATEGI MEMBANGUN BUDAYA MUTU DAN MEWUJUDKAN PEMBELAJARAN BERKUALITAS DI SEKOLAH

This article examines educational quality control as a systemic strategy that functions not merely as an administrative evaluation mechanism, but as a foundational framework for the development of a sustainable quality culture aligned with the demands of 21st-century education. The study addresses a research gap in which quality control is often positioned procedurally and treated as separate from pedagogical dynamics and the development of 21st-century competencies. Employing a qualitative method with a library research approach, this study reviews relevant literature, official documents, and previous studies, which are subsequently analyzed descriptively and analytically to elucidate the relationships among quality planning, learning processes, evaluation, and corrective actions in efforts to improve educational quality. The findings indicate that effective quality control requires the integration of quality planning, learning processes, continuous evaluation, and adaptive corrective actions, and must be established as an institutional culture rather than an incidental procedure. These findings affirm that educational quality depends on the synergy among input, process, and output components, particularly through the integration of curriculum design, teacher competence, school management, and student services that are responsive to 21st-century competencies. Theoretically, this study contributes by proposing a contextual and progressive quality control framework grounded in a quality culture, serving as a conceptual foundation for the development of competitive and sustainable education systems.
