Abstract

A modern state based on positive law, constitutional democracy, and social pluralism demands a normative ethical framework in the formation of public law, which can be enriched through the values ??of Islamic fiqh siyasah. However, Islamic Religious Education learning has not systematically integrated Islamic fiqh siyasah, so that students' understanding of Islamic public law remains fragmented and normative-dogmatic. This study aims to analyze the concept of internalizing Islamic fiqh siyasah values ??in Islamic Religious Education and its relevance to the formation of public law in a modern state. This study uses a qualitative method with a literature review approach, namely a critical examination of primary and secondary sources in the form of classical Islamic fiqh siyasah books, books, scientific journal articles, as well as contemporary regulations and thoughts related to Islamic education and public law. The analysis technique is carried out through data reduction, concept categorization, and thematic synthesis. The research findings indicate that the values ??of Islamic jurisprudence, such as justice, deliberation, public interest, the supremacy of law, and the responsibility of power, can be internalized in Islamic Religious Education through curriculum strengthening, contextual approaches, and integration of national values. This internalization contributes to the formation of a moderate, inclusive, and common-interest-oriented public legal awareness. The implications of this research emphasize the importance of reformulating Islamic Religious Education as a strategic tool in building public law rooted in Islamic values ??and in accordance with the principles of a modern state. The novelty of this research lies in the formulation of a conceptual model for the internalization of the values ??of fiqh siyasah, such as: justice, deliberation, and benefit into the structure and objectives of Islamic Religious Education to strengthen public legal awareness that is in line with the principles of a modern state.
