This research aims to analyze how human resource development (HR) strategies are designed, implemented, and evaluated as an instrument to improve student academic achievement. The research uses a qualitative approach with a case study design, with participants consisting of academic/HR managers, lecturers participating in professional development programs, and students as supporting informants. Data were collected through in-depth interviews, participatory observations, and documentation analysis, and analyzed using the interactive model Miles, Huberman, and Saldaña. The findings reveal that structured and sustainable HRD strengthens lecturers’ pedagogical and professional competence, which translates into improved teaching practices and, subsequently, positive changes in students’ learning engagement, discipline, and academic achievement. These results confirm a layered causal relationship linking lecturer training, changes in instructional practice, student learning behavior, and academic outcomes. The novelty of this study lies in positioning HRD as an outcome-based academic quality management instrument rather than merely an administrative program. Practically, the findings suggest that Islamic higher education leaders should integrate HRD into continuous quality management cycles to ensure that lecturer development consistently contributes to measurable improvements in student academic performance.
