Abstrak

Human resource development (HRD) based on Total Quality Management (TQM) has become a strategic necessity to enhance the quality of Islamic educational institutions amid globalization, digitalization, and increasing competitiveness. A key challenge is the lack of integration between HRD programs and comprehensive quality systems, resulting in fragmented and unsustainable implementation. This study aims to analyze and synthesize strategies for HRD grounded in TQM and to formulate an applicable conceptual model for Islamic education. A systematic literature review was conducted on 20 scholarly articles published between 2022 and 2026, retrieved from Scopus, Google Scholar, and Sinta databases using the keywords “Human Resource Development,” “Total Quality Management,” and “Islamic Education.” Articles were selected based on thematic relevance, methodological rigor, and contribution to the development of educational quality concepts. Data were analyzed using a descriptive-analytical approach with thematic synthesis. Findings indicate that principles such as continuous improvement, customer focus, data-driven decision-making, transformational leadership, and integration of Islamic values are crucial for fostering a sustainable quality culture. Effective HRD strategies require a systemic, collaborative, and technology-based approach to enhance professional competencies while simultaneously developing the moral and ethical character of educators.
